Drain the frozen spinach and then squeeze it in paper towels to get most of the moisture out
Place all ingredients in a food processor except for the scallions and pulse until you get a good creamy consistency. If you don't have a food processor you can chop the spinach more by hand and then mix in the rest of the ingredients.
Stir in scallions / green onions and chill until you're ready to serve. Serve with raw zucchini, cucumbers, or low carb crackers.
To serve hot: place in baking dish and top with a sprinkle of parmesan, bake in 350 oven for about 15 minutes
